How do I fix a PDF that scanned sideways or upside down?

Does this rotate the view or the actual file?
The actual file — the rotation is written into the PDF's page settings, so it opens correctly everywhere, for everyone, permanently. (Rotating in a viewer usually only changes your view.)

This tool rotates all pages — the common case for sideways scans. To rotate a subset, split out those pages, rotate them here, and merge back.
